The Marine Pollution Prevention Authority (MPPA), was established in 1991 under the provisions of Marine Pollution Prevention (MPP) Act No 59 of 1981. National Dangerous Drugs Control Board (NDDCB) is the pioneer government institution which discharges its functions with an aim to eradicate the drug menace from Sri Lanka. In 1984, parliament enacted the National Dangerous Drugs Control Board Act No. 11 of 1984 and the board came into operation on the 9th of April 1984.
This Board was designated the principal national institution charged with the formulation and review of a national policy relating to prevention and control of the abuse of dangerous drugs and the treatment and rehabilitation of drug abusers and was given power to advise and make recommendation to the minister on such policy.

The National Library also known as the National Libraries Documentation Service Board is mainly a research and a reference library and it is the main library and information centre in Sri Lanka. It intends to provide library resources as well as information to all Sri Lankans through the National Library. The National Design Centre (NDC) is a statutory body established under the National Crafts Council and Allied Institutions Act No: 35 of 1982 and which commenced operations in 1983, At present the Centre functions under the State Ministry of Batik, Handloom and Local Apparel Products providing market-oriented designs, technology transfer programmes, consultancy services, information and research findings to the handicraft sector.
The Coconut Development Authority (CDA) of Sri Lanka is the statutory apex organization established under the provisions of the Coconut Development Act No. 46 of 1971. It is responsible to work for the development of the coconut industry in Sri Lanka and functions under the Ministry of Plantation Industries.

National Aquaculture Development Authority (NAQDA) was established in 1999 under the provisions made available by the National Aquaculture Development Authority Act (No. 53 of 1998). It is the main state sponsored organization mandated for the task of development of the aquaculture and inland fisheries sector in Sri Lanka. Presently, it is coming under the purview of the Ministry of Fisheries and Aquatic Resources.
Tea Small Holdings Development Authority (TSHDA) was established on 1st February 1977, under the Tea Small Holdings Development Act No. 35 of 1975. Act No. 36 of 1991 to establish and register the Tea Small Holder Societies and Act No. 21 of 1997 to grant legal status to these societies have been subsequently legislated. Act No. 34 of 2003 adding amendments to the original act have been legislated.As the sole statutory body mandated for the development of tea small holdings in the country, increase of production, marketing activities, improvement of productivity and working for the welfare of the tea small holders are the objects of the organization.
The Government of Sri Lanka established the National Crafts Council by the Parliamentary Act No. 35 of 1982. Its main activities involve the promotion, development, fostering, and preservation of handicrafts, and upliftment of the social and economic status of crafts-persons.
The Galle Heritage Foundation is charged with the responsibility to promote, conserve, protect and develop Galle Fort and its historic hinterland as a historic city centre and an area of archaeological importance.
The basic powers assigned to this Authority which was established in 1978 as National Agricultural Crop Diversification and settlement Authority as per the State Agricultural Corporation Act No 11 of 1978 are as follows.
1. Agricultural Diversification Settlement Development and Management of catchment areas.
2. Conservation of environment and water resources in order to obtain the maximum productivity of the lands vested by the Authority.
3. Produce process and the sale of agricultural produce.
4. Supply of equipment and machinery maintains and operate them in agricultural diversification and settlement development.
National Food Promotion Board which simply denotes as NFPB has been incorporated by the Sri Lanka Freedom from Hunger Act No. 15 of 1973 and currently engages in the operations to promote traditional healthy foods that are free of poisonous substances through giving priority to the concept of the sustainable development in Agriculture through a local agri-economy.
Arts Council of Sri Lanka was formed in the year 1952 under constitution number 18. It was initially affiliated to the Ministry of Finance in 1952 and in 1956 it was linked with the Ministry of Cultural affairs. In 2019, September the Arts Council of Sri Lanka was affiliated to the State Ministry of National Heritage, Performing Arts and Rural Arts Promotion. The aims of the formation of the Arts Council are :
– to develop knowledge, understanding and practice of the fine arts of Sri Lanka
– to increase the accessibility of works of art to the public in Sri Lanka
– to preserve, promote and encourage the development of Sri Lankan indigenous arts and crafts
– to improve the quality and standards of arts of Sri Lanka
– to advise and co-operate with, Government departments, local authorities and other bodies on the arts of Sri Lanka
The Palmyrah Development Board (PDB) which originally came under the Ministry of Plantations was constituted by Gazette notification of 18 August 1978 published in terms of Amendment no 24 of 1975; to the Sri Lanka Coconut Development Act no 46 of 1971 to carry out all functions in relation to Palmyrah plantations. Subsequently, PDB came under the Ministry of Traditional Industries and Small Enterprise Development by Gazette notification in 2010. Since 8th January 2015 Palmyrah Development Board assigned under the Ministry of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs.
The main activities of the PDB are restoration of Palmyrah plantations, renovation and enhancement of existing model farms, conduct handicraft training programmes, production of various Palmyrah items, promotion of Palmyrah industrial products, conducting research relating to food products and other product development, and operating sales outlets called “Katpaham”.

Our mission is to conduct high-quality, independent, policy-relevant research to provide robust evidence for policymaking and improve the lives of all Sri Lankans.
NBRO is the designated national focal point for landslide risk management in Sri Lanka. Hence as its responsibilities, NBRO carries out landslide related studies, investigations, mapping, monitoring, early warning and mitigation work and in addition, provides a unique service of issuing Landslide Risk Assessment Reports as a pre-requisite for approving building permits and development plans. NBRO’s expertise extends into a wide range of disciplines such as environmental management, human settlements planning, engineering project management, geotechnical engineering, and building materials engineering also.
The ACCIMT continued to be one of a leading research and development institute in the country within the areas of its expertise and performs a pivotal role in development of national capabilities in space and several other identified core technology domains.
The functions of the Arthur C Clarke Institute for Modern Technologies as specified in the Act are as follows:
1. to accelerate the introduction of modern technologies to Sri Lanka by
– initiating, promoting and conducting research and development in the application of modern technologies

NERDC was in acted by an act of parliament under Special gazette Notification (No 124/6) was published under the Industrial Corporation Act No. 49 of 1957, on 14 August 1974. The mission of NERDC is to engage in Research and Development activities to develop, acquire, adapt and transfer Engineering Technologies that would have a direct impact on the Socio Economic Development of Sri Lanka, while creating a culture within the organization to harness innovation and creativity of employees and stakeholders.
The NIFS is the only Institute in Sri Lanka which, by its Act, exists for the sole purpose of conducting research in natural and social sciences and philosophy for national development and scientific advancement. The NIFS is engaged in basic, high caliber research focusing on 16 different thematic research areas under 6 research departments. The research carried out at the NIFS is also initiated as a response to burning national problems in Sri Lanka.
Besides engaging in basic research, the NIFS popularizes science, especially among school children, trains postgraduate researchers in the country to prevent brain drain and disseminates scientific knowledge to the wider public.
National Research Council is established to assist the government to facilitate research relating to science and technology in order to build a vibrant scientific and technological community in the country, to promote and facilitate research relating to science and technology in higher educational institutions and public sector research institutes and other governmental institutes so as to develop a research base that will contribute to national needs and solicit the co-operation of the private sector in the enhancement of research relating to science and technology
The Industrial Technology Institute is a wholly owned institute of the Government of Sri Lanka and functions under the jurisdiction of the State Ministry of Digital Technology and Enterprise Development.
A statutory board incorporated on the 1st April 1998, under the Science and Technology Development Act No. 11 of 1994, the Industrial Technology Institute (ITI) is the successor to the Ceylon Institute of Scientific and Industrial Research (CISIR).
The Tea Research Institute (TRI), since its inception in 1925, has been the only national body in Sri Lanka for generating and disseminating new technologies related to tea cultivation and processing. The TRI has always been the driving force behind the numerous successes achieved towards development of the Sri Lankan tea industry over the years.
Rubber Research Institute of Sri Lanka is the oldest research institute on rubber in the world and is the nodal agency in Sri Lanka with the statutory responsibility for research and development on all aspects of rubber cultivation and processing for the benefit of the rubber industry.
The Sugarcane Research Institute (SRI) is a statutory body established by the Act of Parliament no. 75 of 1981 (ratified on 29 December 1981), for conducting research on cultivation and processing of sugarcane to cater to technical and technological needs for the development of the sugar industry of Sri Lanka, which, until 1981 was undertaken by the Research and Development Division of the Sri Lanka Sugar Corporation (SLSC)
Coconut Research Institute of Sri Lanka (CRISL) is the world’s first research institute dedicated to research in coconut established in 1929. It has a team of dynamic, enthusiastic and innovative scientists, qualified technical staff, and modern analytical facilities to support research and development. Besides engaging in research, CRISL disseminates the knowledge in all aspects of coconut to the stakeholders of the industry. The Institute promotes collaborative research with other international and National Institutes and Private Sector Organizations. The Institute has eleven Research Divisions and five Service Divisions.
Over the years it has developed to be the premier national Institute in the field of socio-economic research relating to agrarian sector in Sri Lanka and has also developed the requisite skills and infrastructure for providing relevant training to farmers, field workers and managers in both state and non-state sectors. The institute also provides up to date market information to the farmers, traders and policy makers. The name of the Institute was changed to Hector Kobbekaduwa Agrarian Research and Training Institute in February 1995.
SLCARP serves as an organization in an advisory capacity for co-coordinating and consolidating efforts within Sri Lanka NARS, funding research projects/programmes and promoting scientific research linkages in prioritized areas both nationally and internationally. CARP has been instrumental in promoting and facilitating research, by improving and enhancing agricultural research through documentation and communicating latest advances in research to the NARS scientists.
SLCARP has identified its own perspective, plans and programs for the future in keeping with the aspirations and goals of the Ministry of Agriculture Development and Agrarian Services to meet the future challenges in enhancing domestic food production and exports focused on poverty reduction.
The National Aquatic Resources Research and Development Agency (NARA) is the principal National Institute charged with the responsibility of carrying out and coordinating research, development and management activities on the subject of Aquatic Resources in Sri Lanka. It is managed by a Board of Governors consisting partly of members appointed by the Hon. Minister of Fisheries and Ocean Resources and also of certain Ex-officio members.

The University of Sri Jayewardenepura formerly known as Vidyodaya Pirivena was the essence of the revival of Sri Lankan Education. The University of Moratuwa Sri Lanka is an independent state university located at Katubedda, Moratuwa overlooking the picturesque Bolgoda Lake. The Eastern University, Sri Lanka is a public university in Vantharumoolai, Eastern Province, Sri Lanka. It was established on 1 October 1986. The university was preceded by the Batticaloa University College established on 1 August 1981 which was started in the buildings of the Vantharumoolai Madya Maha Vidyalayam.
At present, the Eastern University, Sri Lanka has a main campus at Vantharumoolai, Trincomalee Campus at Trincomalee, and the Swami Vipulananda Institute of Aesthetic Studies (SVIAS) at Kalladi, with the facilities of Library Network, Centre for Information and Communication Technology and Sports.

The Open University of Sri Lanka is a national university in Sri Lanka. It is unique within the Sri Lankan national university system for being the only university to offer programs of study leading to certificate, diploma, degrees and postgraduate degrees up to PhD level through the Open and Distance Mode of Learning (ODL).
The Postgraduate Institute of Archaeology (PGIAR), University of Kelaniya is the prime institute for postgraduate training in archaeology in Sri Lanka. It offers postgraduate diplomas, MA, MSc, MPhil, and Ph.D. degrees in archaeology, museology, heritage, and art history. It also conducts non-degree programs in archaeology and related subjects.
The PGIE is an institute based at the Open University of Sri Lanka (OUSL). Currently the PGIE conducts the only Master’s degree in Teaching English as a Second Language available in Sri Lanka.
